Every dealer sale and transfer goes through the Pennsylvania Instant Check System operated by the State Police, which costs two dollars per buyer plus a three-dollar surcharge on each firearm bought from a dealer. There is no purchase permit and no waiting period, but private handgun sales cannot be done face to face: they must go through a licensed dealer or a county sheriff's office, with limited exemptions for close family. Federal ages apply at the dealer, and a record of sale is filed for each handgun.
